I wish to apply under ROSSA scheme. Do I need working experience?

Only research experience on the basis of which Ph D degree is awarded / being awarded is adequate for ROSSA.

    I wish to apply under ROSSA scheme as a fresh PhD candidate. But I am unable to find any advertisement for the same. Is this scheme still running?
